BROWNSVILLE, Texas – The City of Brownsville is pioneering a transformative initiative to bring premier procurement and leadership training to the Rio Grande Valley. This program aims to equip professionals with essential skills, strengthen expertise, and raise the standard for public procurement practices in the community.
The initiative starts with the highly anticipated Public Purchasing 101: The Basics 2-Day Course—a dynamic program previously offered by the LBJ School of Public Affairs. This course is designed for public procurement professionals, buyers, and contract administrators, equipping them with essential knowledge to navigate public purchasing confidently and efficiently.
“This is a great opportunity for Brownsville to host such a prestigious training. Normally, we would have to travel to a training of this caliber. With hosting it in Brownsville we open a great opportunity not just for our city but our neighbors in the RGV,” said Will Trevino, Brownsville City Attorney.
The two-day course will be held from 8:30 AM to 4:30 PM, April 7-8, 2025, at the Brownsville Event Center at 1 Event Drive and Paredes Line Road, Brownsville, Texas 78526.
This two-day training provides a comprehensive overview of the public purchasing process, covering key topics such as Texas Statutory Enabling Authority, Competitive Bidding, Specification Development, Ethics and Liabilities, Contract Management, Internal
Customer Service, Internal Controls, Cooperative Purchasing, and Meeting the Industry Leader Driving This Initiative.
Diane Palmer-Boeck, CPPO, PPMC, a highly respected leader in the public procurement industry, is spearheading this transformative effort. Following Public Purchasing 101, the City of Brownsville will launch the PRIME: Procurement Readiness & Introduction to Management Essentials® Program—a four-part advanced training series focused on leadership and strategic procurement.
