BROWNSVILLE, Texas – The City of Brownsville is pleased to announce the appointment of Mr. Sean De Palma, M.S., CPRE, CSSGB, as the new Parks and Recreation Department Director for the City. Mr. De Palma brings more than two decades of experience in the public and private sectors, with a profound focus on enhancing quality of life through innovative parks and recreation management.

In his new role, Mr. De Palma will oversee the planning, directing, coordinating, and monitoring of all City parks, recreation centers, pools, events center, golf center, and park developments. He will also be responsible for park maintenance across Brownsville, while overseeing recreational programs and facility developments. His duties extend to planning and developing departmental budgets, goals, and objectives to ensure compliance and efficient service delivery.

“I’m excited to welcome Mr. Sean De Palma to our team,” said Helen Ramirez, AICP, Brownsville City Manager. “He was selected due to his vast experience with funding recreational centers and park projects. His experience will greatly benefit our City as we work to advance our community services and amenities. His commitment to enhancing community spaces and promoting accessible, engaging recreational opportunities also aligned with our goals.”

“Mr. De Palma’s reputation precedes him as a leader who transforms communities,” said Alan Guard, Brownsville Deputy City Manager. “I look forward to working closely with him to support our current efforts of making Brownsville even more vibrant, healthy, and a connected City. Our work will aim to further improve the quality of life for all residents of Brownsville.”

I am eager to collaborate with our talented team and community stakeholders to enhance our facilities and expand our programs. I am grateful for the trust in me to lead this department.”

Mr. De Palma’s professional credentials include Certified Park and Recreation Executive (CPRE), Certified Playground Safety Inspector (CPSI), and Aquatic Facility Operator (AFO). Prior to taking on this role, he served in leadership roles across various cities in the State of Florida.
