EDINBURG, Texas – Ellie Torres, Hidalgo County Precinct 4 Commissioner, joined the Hidalgo County Urban County Program on Friday for a Key Hand Off Ceremony celebrating the completion of a newly reconstructed home for a Precinct 4 resident through the HOME Owner-Occupied Rehabilitation Program.
The home, located in Edinburg, was rebuilt following the demolition of a substandard structure, providing safe, sanitary, and affordable housing for the homeowner and the family.



āThis is exactly what public service is about ā restoring dignity, safety, and stability for families who have waited patiently for an opportunity like this,ā said Commissioner Ellie Torres. āI am proud to see this home completed and to work alongside the Urban County Program and our partners to ensure our residents have a safe place to call home.ā
The family, who desires to remain anonymous, submitted an application with Urban County Program in August 2023, and assistance was approved under the HOME Owner-Occupied Rehabilitation Loan Program on September 23, 2025.
āThis home represents hope and a new beginning for the family,ā said Irene Montoya, Program Coordinator II for Hidalgo County Urban County Program. āAfter waiting two years, they are incredibly grateful to everyone who helped make this possible. This house means safety, comfort, and a better future for her children.ā
The HOME Owner-Occupied Rehabilitation Program, administered by the Hidalgo County Urban County Program, provides rehabilitation and reconstruction assistance to eligible low- and moderate-income homeowners. The programās objective is to arrest the deterioration of substandard housing and preserve the countyās housing stock by partnering with qualified homeowners and contractors.
āThis project demonstrates the impact of strong partnerships and long-term commitment to our residents,ā said Joel Rivera, Director of Hidalgo County Urban County Program. āOur goal is to ensure families have access to decent, safe, and affordable housing, and todayās key handoff is a powerful example of that mission in action.ā
