CAMERON COUNTY, Texas – Cameron County and the City of Starbase are excited to announce a collaborative initiativeto combat erosion, restore dunes, and enhance public access at Boca Chica Beach, a cherished 7.4-mile stretch of coastline that serves as a vital recreational and ecological resource for residents and visitors. This partnership will stop current historic erosion rates of 5-20 feet per year, ensure regular cleanups, rebuild resilient dunes to protect against storms, and preserve wildlife habitats, unlocking state, federal, and private funding for long-term beach renourishment.
Under the Interlocal Cooperation Agreement as authorized by the Texas Government Code, the City and County will coordinate planning, permitting, construction, monitoring, and maintenance across the entire Boca Chica Beacharea. In support of this effort, the City of Starbase has been given delegation of authority from Cameron County aspermitted by the Texas Natural Resources Code to administer and enforce dune protection functions within its jurisdiction, to assure compliance with the Texas Dune Protection Act, Texas Open Beaches Act, and rules of theTexas General Land Office.
Cameron County Commissioners Court voted to approve the delegation request from the City of Starbase, andthe Interlocal Agreement at its meeting on September 23, 2025. Starbase City Commissioners will meet to discuss and consider the agreement on September 25, 2025.
“We’re partnering with Cameron County to safeguard the dunes, expand public access and strengthen both theresilience and value of Boca Chica Beach,” said Mayor Bobby Peden, City of Starbase. “By receiving dune authority,we are stepping up to share responsibility for one of our community’s most treasured resources—our shoreline. Thispartnership with the county will ensure Boca Chica Beach remains a place everyone can enjoy now and in the future.”
