BROWNSVILLE, Texas – The South Texas Alliance of Cities (STAC) has unanimously elected Brownsville Mayor John Cowen Jr. as its next Chair. The Alliance is composed of Mayors from across South Texas cities dedicated to strengthening regional cooperation and advancing shared priorities for the region.
