McAllen, TX-Michelle Leftwich, McAllen Assistant City Manager, will speak to the McAllen Citizens League at its Noon Luncheon scheduled for Thursday December 11 at The Salvation Army Center on 23rd Street & Pecan.
Ms. Leftwich’s topic will be the proposed planned community, “Tres Lagos” and the establishment of a Tax Increment Reinstatement Zone, TIRZ, for the development.
League President, Christopher Julian reported the City Commission adopted a service plan for two tracts of land in its northern extraterritorial jurisdiction. The city is scheduled to annex the tracts, both of which border Monte Cristo Road, Jan. 12. At that time, residents will receive police coverage and will receive water, wastewater and other public works services if and when residential subdivisions are incorporated. Current residents can continue with private waste collection for two years after jurisdiction.
Mike Rhodes, developer, filed a petition earlier this year for the land to become part of a Tax Increment Reinvestment Zone. The process to give the area TIRZ status — which attaches a long-term city commitment to reinvest the majority of property taxes from the zone back into improvements there — is moving along with annexation plans.
District 5 Commissioner John Ingram voted against the service plan to the Tres Lagos tract, continuing his opposition to the project he announced at a previous annexation vote last month.
The meeting is open to the public with lunch available for $12 for members and $15 for non-members. Membership to the League is only $10 per year.
