Berrios is a United States Army veteran, who served from January 1971 to February 1973.
He is from Puerto Rico, and as a professional artist, expresses his heritage through his artwork.
Berrios obtained his Masters of Fine Arts from the University of Texas Rio Grande Valley.
Hidalgo County thanks him and all veterans for their service.
