Francisco Castellanos, Chick-fil-A operator in Harlingen, encouraged the 2026 VAMOS scholarship recipients to pursue ambitious goals, remain resilient through adversity, and take advantage of the support available through the Valley Alliance of Mentors for Opportunities and Scholarships (VAMOS) during the organization’s 30th Annual Scholarship Banquet.

VAMOS, the Valley Alliance of Mentors for Opportunities and Scholarships, celebrated its 30th annual scholarship banquet, recognizing 2026 scholarship recipients from across the Rio Grande Valley.

Roel “Roy” Rodriguez, P.E., interim general manager of the Harlingen WaterWorks System, said the proposed RGV Desal marine desalination project should become part of the Rio Grande Valley’s long-term water strategy, citing the need for a diversified water portfolio to meet the region’s future water demands.

Brownsville Mayor John Cowen said the Rio Grande Valley’s recent mission to Washington, D.C., focused on securing federal support for infrastructure, workforce development, water security and industries expected to shape the region’s economy over the next several years.

Veteran South Texas public administrator Mike Perez said the proposed RGV Desal marine desalination project has merit but will require regional planning, infrastructure improvements, and cooperation among water providers before it can become part of the Rio Grande Valley’s long-term water supply.

One of the strongest messages delivered during the RGV Desal press conference at the Embassy Suites in McAllen was that the proposed marine desalination plant is expected to be privately financed, eliminating the need for state funding to construct the facility

Leaders of the proposed RGV Desal marine desalination project said environmental permitting, financing, infrastructure, and regional cooperation will determine whether the Rio Grande Valley can develop a large-scale seawater desalination facility.
